It sounds like the ip_masq_ftp module is not being loaded.  Log into the 
box, become root and see if the ip_masq_ftp module is loaded.

/sbin/lsmod 

If it is not, load it:

/sbin/insmod ip_masq_ftp

If that works, then for some reason it is not getting load.  If that turns
out to be the problem, let the list know so we can start to work on that.
