For this problem, you need the "POP before SMTP" patch on cobalts FTP site.
I don't have the exact address available but I think it is in something like
/pub/experimental on ftp.cobalt.com. This patch will allow you to provided
limited SMTP relay service by authenticating the user via POP before
allowing the relay. You are currently getting that message because the RaQ
does not allow SMTP relay.
The only other way to solve this is to put each domain or subdomain into the
relay settings under e-mail setup. You can get to this by going into the
GUI and clicking on Control Panel-->Email Server Parameters and typing
either domain name or IP addresses in the "Relay for the following..."
field. Personally I think that POP before SMTP is a better solution.
