[cobalt-users] CGIWrap Error: Script File Not Found!

Hello all,
I'm probably missing something very easy here but I have searched the
archive and cannot find an answer to this:
I'm using a RaQ3 with Frontpage extensions on all virtual ip based sites.
I'm trying to get scripts to run. however I'm having to add a cgi script
directory above the web directory so that Frontpage doesn't mess with the
permissions of the scripts.
This is what has been done so far:
in http.conf I've edited and/or added these lines:

ScriptAlias /cgi-bin/ /home/sites/site11/cgi/
Action cgi-wrapper /cgiwrapDir/cgiwrap
Action cgi-wrapperd /cgiwrapDir/cgiwrapd
AddHandler cgi-script .cgi
AddHandler cgi-wrapper .pl

Now when I run  the script from http://thesite.com/cgi-bin/script.pl (or
even script.cgi) I get a
CGIWrap Error: Script File Not Found!

I've set permissions correctly tried cgi and pl extensions tried
cgi/script.pl but everything I do results in no script running.

Can anyone here point me in the right direction?  I appreciate your time.
