[cobalt-users] FTP logon Directory

how can i change the FTP log on directory to /web/ instead of 
/users/therename/web/
and make sure that that cannot go roaming around other directorys?

i.e. when you change the path via the passwd file, a site administrator can 
traverse all the way down to /home/sites/ and access other directorys. How 
can you stop this?
