Because I had (have) the same problem after installing these updates.
It looks like something has changed in the ownership of sites and files.
I got complaints of customers who were not able to remove files, with the
same user name as used to upload them.
I de-installed and re-installed frontpage extensions on these domains and
uploaded the site completely again. This seems to have fixed the problem for
the complaints I received.
All in all, I am not to happy about this effect of installing updates.
