Yes, but it's not to easy to implement on the Cobalt product line <frown>.
You simply create your /tmp directory on it's own partition, and DO NOT
turn on quotas on that partition.
There are also other pop daemons out there, presumably one of which does
NOT create temporary files owned by the user. However, I have no idea if
installing one will break the gui or not.
