We have an RaQ3i and had the exact same problem.  We never were able to
track it down (nor was the NOC that housed the box).  It was like walking
through thick mud.  Basically FTP and telnet connections were useless; but
http connections were okay. Eventually the NOC said they basically came to
the conclusion the problem was either software related, or just a bad box
(after extensive testing).  They replaced it and it's worked like a charm
ever since.. No further problems...  The only things we had done to the old
box, prior to having it switched out, was install PHP3, mySQL, SSH, Upgraded
to Brosoft's SSL, and set up a time server connection.  I do believe the
problem was software related.
