After creating them, in perl, use chmod 0xxx where xxx are the permissions
you wish to give.
If you are the only one going to upload there, you could get away with 0777
but I don't recommend that.

Out of curiosity, what permissions are other folks using in this
circumstance?

Ray,
This is because they are created by the "user" httpd - login as root and
chown them to the user you want to be able to edit them with... you may even
be abel to incorporate this into the perl script, I'm not on that side of
the business though so I'm not sure.
