Yes..! The RaQ3E-Update-OS Release 2.0 kind of fixed that problem.
Click Control Panel > Time ..then enter in an NTP Server IP address.
I'm using 140.49.231.138. It's been keeping time sort of ok, only 1 hour of ahead of my time zone, but I can live with that.
