This workaround may also be applied to Netscape. 

Find the following interface:
Edit -> Preferences -> Navigator -> Languages
Add English.

The RaQ 3 administrative interface has been designed to support multiple
simultaneous localizations.  What I mean by that is that if three
localizations are installed on one server, each user accessing the
administrative site will be able to view all text and images in their
preferred language simultaneously.  The bug you've encountered is that
one of the hosted languages be listed in the web browser language
repository.
