Here is my $0.02:

Actually, this is something I wish the RAQ had, and I am not aware of
anything available on the RAQ that will facilitate it (other than hacking
the config file by hand and if I wanted to spend all my time hacking config
files by hand, I would have built vanilla rhlinux boxen instead. OOPS, come
to think of it, I did build vanilla rhlinux boxen for this purpose).   I
have one significant reason not have a user with their own home directory.
In the instances where you have an organization web hosted  on the RAQ and
the business model for that type of account requires individual email
accounts (not aliases, not web sites, not home directories) for additional
members of that organization.  Organizational policy may in-fact prohibit
individual sites for that organization.

It would be very helpful if there was an option available via the GUI for:

a) creating an organizational site that had a site admin associated with
it(the site admin account does not itself require the creation additional
site)
b) limiting the site by the server admin to email-only account additions
c) adding email only accounts and adding these accounts does not create
additional sites/home directories

I am not sure what you are trying to accomplish here. All users typically
have to have a home directory, that's why they are created when you add
users.

Is there a way to support creating just email users for a virtual site
without creating user sites under the virtual site?
