Allow me to repeat: I am not using DHCP with @Home. This has never prevented
me from using the functionality you've described.
If they did depend on DHCP like that, they'd have massive support problems
as, from what I've picked up from their technicians, their DHCP server seems
to be as stable as the proverbial drunken elephant on roller skates and a
significant number of their customers end up not using it. As always, YMMV.
