I just setup a test site and three test users, and the only way I can
get a catch-all to catch only users that don't exist is by setting up
an alias for each user with their username. So if I have a user named
"joe", I have to setup an alias for that user also called "joe". Then
the catch-all works. But that is also a pain in the butt to setup for a
site with 20-30 users (especially after the site has already been
setup).
