Telnet is not very secure since it has the passwords in the clear on
the network.  SSH is better.  But I think that the argument is on
the fact that most RAQ/QUB owners are trying to run a business and
allowing users direct access to the server increases the opportunity
of someone hacking the box.  Especially if they are selling hosting
services for some low amount, almost anyone would be able to rent
the space for a short amount of time, exploit the box, and leave.

Also, most of the staging areas for hackers are from Universities.
They will find an easy location to hack into, and use that as a
hopping point to hack the real destinations.

See all the recent DDOS attacks.  Almost all of these were from
Universities.
