You probably created the users before you turned on Front Page
extensions, or turned Front Page extensions off and on again after
creating the user with the trouble... that's what caused the original
problem with him/her "publishing".
It would be best if you could delete the user entirely and recreate
him. Then he should be able to upload with no problems.
If you changed the owner away from httpd by using the "fpadminsrv.exe"
on your box, then yes, you are about to see a problem with user/disk
quotas... it's a simple matter to set the size limits back where you
want them though. If you chowned it by hand, you'll probably see the
same thing come up... but I'm not sure.
