32 admin, not siteadmin users. It's not a RAQ limitation, it's Linux. You
can have as many siteadmin users as you have users, AFAIK. Although, I
imagine, that each site can probably have only 32 siteadmin users. Just a
guess.

I have a site administrator for each site. I don't upload any files to any
user directories as "admin", (the main admin for the server).
