If you are providing space for developers, then it will be hard to
remove their telnet access.  Any access you remove will increase
the security of your box, however, at what point do your customers
cease using your box for someone else's?

You need to do a risk verses cost analysis on how much security
can you implement verses what you think it will cost you.
