All users by default have a pop and ftp account.

BIND is the DNS server--it wouldn't have much to do with hosting on a single
ip.  Apache's virtual host settings are the way to do that.  You want
name-based virtual hosting.  I haven't set that up on a Raq2 before, and am
not sure if it can be done with the interface.  If all else fails you can
edit the apache configs yourself.
