You can't add users (easily) via phpMyAdmin.

The size of the databases all count towards the quota set for the
MySQL-user (if such has been created, otherwise it's the root-users
normally). I.e. you would have to set up your own accounting for MySQL
space usage.

The other way around. It's great if you need to export an existing
Access database into your MySQL database.

There's plenty of other ways. You could for example use the
magnificent tool called KMySQL (KDE / GUI based).
