It is worth trying to just enter the new users on the raq3 using the same
password for each one, and then manually edit the shadow file cutting and
pasting their passwords from the raq2 /etc/shadow to the raq3 /etc/shadow.
I do not know that the two files use the same password encryption scheme,
but if they do, then you don't need to know what the passwords are in order
to copy them from one file to another.
It would be easy to try this on a single user whose password you know in
order to see if it works.
