It's not a bandwidth monitor. It's a bandwidth throttle meaning the traffic
is limitied to the kbit/second you specify. But this isn't meant for use as
a monthly traffic allowance.
If you figure out a way of even monitoring bandwidth used in a month (let
alone trying to limit) then I think you'll find half this list wants to know
as noone's come up with a perfect way yet.
Personally I used SNMP and then mrtg to read all IP's on the box. It's not
perfect, but it's better than nothing. Search on Freshmeat.net for MRTG.
