Yes, you can install the update:
If you have already installed RaQ3-Security-2.2 do the following when
installing RaQ3E-Update-OS-2.0:

1. as root type:
/var/lib/cobalt/uninstallers/RaQ3-Security-2.2-2.2.uninst 
2. install RaQ3E-Update-OS-2.0
3. Download the new version (should be posted later today)
4. install RaQ3-Security-2.2

* Note * Not Supported *
The beta patch version can found at:
ftp://ftp.cobaltnet.com/pub/experimental/security/siteUserMod/siteUserMod.3000R

usage: patch -p0 <siteUserMod.3000R
