Dan, Jeff and Kris have contributed some ways of tackling this problem
with the RaQ 2.
User and site suspension is built into the administrative user interface
on the RaQ 3. A suspended user has no web, no ability to authenticate,
but continues to receive mail up to his quota. A suspended site has no
web or ftp presense at all, and all site users are suspended. The
suspension control never changes any user data, only the linux and
daemon configuration files.
