I've got exactly the same problem on my RAQ3. I also can't get decent e-mail
stats for my users either. 
I asked Cobalt and I got the following response re: the Web Access by Domain
option being greyed out:

Hey all,

Does anybody know why the "Web Access by Domain" on the site usage
screen is grayed out? Is this just a bug in my box? Also has anybody
noticed decreased traffic for January, 2000. One of my sites usually
averages 3-4 GB a month in traffic but January is barely showing any
usage at all.
