[cobalt-users] changes took no effect in /etc/skel



hi there, 

i am using a RAQ2 and tried to create a folder in /etc/skel so i can put
in some tools for our customers. I created /etc/skel/tools (tried
/etc/skel/group/tools and /etc/skel/user/tool also) and made a new
website through the cobalt UI. But with no effect :( 

I am not used with redHat Distribution, wich is used for RaQ afaik, but
SuSE distribution. And there it works fine! What´s going wrong here, or
even.. where i find the scripts on the RaQ that can be changed to make
some used defined dirs if a new user is added?
