Nope.
On the Qube, the web interface gives you three options for telnet:
none, root only, or root & registered users.

Carol, could you clarify?  In what way is the web interface not
available?  And why are you not expecting a root login to want a 
password?

There is I believe a tiny reset button on the back panel of the
Qube that is there for "I've forgotten the password" scenarios.
Not sure how you use it though.  The user manual should know.
