Hi Swen,

It seems that last time when you(or siteadmin) 
were adding new user some error occurred.

Check your files /etc/passwd  and /etc/shadow are alright.
Then look at in to locks directory /etc/locks/
If there are any files left, delete it all.

After deleting those files try add new user to the system.
