[cobalt-users] Owner of Web Server Processes?

Simple question - who is the owner of the Web Server on the Raq2?

I'm trying to install PHPLIB and the installation instructions say 
"Create an empty database for your application and make sure the 
owner of your web server processes can access this database". I'm 
okay on how to grant this access, just wondering who to give it to...
