Oops, I missed this subtle error. User webs can be accessed by either
http://domain.com/users/USERNAME or http://domain.com/~USERNAME.
FrontPage active elements, like page counters, will only work when
invoked at http://domain.com/~USERNAME. This access limitation is out
of my control, and is the reason that Qubes and first generation RaQs
did not support user webs.
My point is to always hyperlink frontpage-enabled user webs as
/~USERNAME/, not /users/USERNAME/.
