[cobalt-users] user quota

Does anyone know how to go about changing this default message that is sent 
when user is near their quota

user is using 100% of the disk space allocated on the Cobalt server.  Users 
are only allowed to keep a certain amount of data in their account on the 
server; once that quota is filled, no more data can be stored.
