[cobalt-users] .htaccess - Where and how?

This one has probably been asked before, but I'm dammned if I can find the 
answer in the archives.

Where is the default .htaccess file for the cobalt server, the one that all 
sites are ruled by on your server.  The Root .htaccess file you could say.

How do I edit or amend to the file? Please.....

Before I leave, is there resource on the net with updated PKG files ready to 
go?
