As far as I know, the base service just sets up the DNS Telecom GUI, adds a
line to srm.conf so you can access the GUI at
http://yourserver.com/dnstelecom, and sets up the GUI with a link to the
main Cobalt GUI and links for any modules you install. By itself I think it
has no use.

My webalizer screens are in English and so is all the documentation. The
last hyperlink listed for each module has the documentation for the pkg file
in English if I remember correctly. I installed the DNS Telecom GUI and
Webalizer package in August and still have the .pkg files on my pc so if the
versions on their site aren't in English email me off-list and I'll arrange
to get you the English versions. They're only around 100k each.
One last note. The webalizer stats are only accessible via the GUI, which
requires your admin login and pwd. If you want to make the stats available
to your users, you might be able to modify the .htaccess file or run a cron
job to copy the DNS Telecom files for a given domain to
/home/sites/site#/web/. I've meant to do that, but haven't gotten around to
it.
