I would recommend DigitalNation (http://www.dn.net) Currently they are
offering RaQ2s with no Set-up fees. They the largest in dedicated
hosting (1800 servers online) and the backbone is one of the biggest
(over 13 connections). I am not associated with DigitalNation just a
satisfied client and I know the frustration of having a bad host.
