Robert,
Only the "admin" user can create and delete site webs, frontpage (called
Root webs) or otherwise, on the RaQ 2 and 3 servers using the Cobalt web
interface.
Site administrators (the webmasters for each site) may enable or disable
user webs, frontpage or otherwise, by using the site administrative
interface.
Allowing administration from both within the Frontpage client and
through the web interface is less secure than sticking to one
interface. Besides, the Cobalt UI configures far more than just a FP
web, it also cross-configures email, site and user quotas, and many more
features.
