The problem you are running into is that adm is a user.
Thanks for your fast reply Jeff, much appreciated. Is there also a user 'test'? I also can't get cgis to run from a directory called test (not an uncommon name for test purposes).
There is a cgi-wrapper fix for this problem
I can just rename the directory. Are there other reasons why I should install the fix? Is it going to be more or less finicky than what comes on the Raq2?
Is there maybe a list of reserved words like 'adm' somewhere? Words that shouldn't be the name of directories? I also once had problems trying to name a directory 'users', but I guess I was asking for it there...
