No, the RaQ2 web UI is not as buggy as hell or heaven or most vacation
spots in between.  The problem sounds like your browser and/or WAN
connection, not yourself in particular ;-)

Try http://ipaddress:81/.cobalt/sysManage/, the URL above should never
work.

Get Netscape version 4 or later.  It's known that Netscape and
especially IE older than version 4 will not work reliably with the RaQ 2
UI as the UI makes heavy use of Javascript (which IE has never been able
to handle perfectly, Cobalt UI or otherwise.)

Try Netscape 4.6, make sure your connection to the RaQ is very stable
and try again.  It would have been very useful if you included a browser
type and version, RaQ 2 patch level and network connection type in the
original post.
