Not really,
It's a java problem. There is a policy file (somewhere in the tomcat 
directory) which grants permission to portions of the system. Here you 
must grant access to the file. Small warning the system permissions 
should also grant permissions. Java don't overwrite the 
systempermissions. But these systempermissions must be granted to the 
user which execute the code (tomcat user) not the real user
