.htaccess filescan be written and managed in MySQL via PHP.
There is, to my knowledge, no pre-build script, but you might
be able to use HTAdmin <http://www.hido.net/projects/htadmin>.
You can also use PHP to show the users a normal htaccess
UID & PWD box. Excellent example code is within phpMyAdmin.
