I've never tried this myself, so unsure how the results will go, but your first suggestion of a PCI serial card should do the trick.
You should be able to install setserial from rpm by doing:
rpm -Uvh ftp://ftp.rpmfind.net/linux/redhat/6.2/en/os/i386/RedHat/RPMS/setserial-2.15-3.i386.rpm
And then continue to configure the card. (I use a PCI serial card at home on a SuSE system and had no problems activating the card for use in Linux)
