Anything on a Cobalt that happens every fifteen minutes is most likely
related to Active Monitor. Making a request of a remote DNS server
isn't really included functionality; perhaps the DNS query is related to
AM checking the availability of the FTP/telnet server, etc??
Regardless, it's probably harmless...
