Another location for Cobalt RPMs is:

    ftp://ftp.cobalt.sun.com/pub/products/
and
    ftp://ftp.cobalt.sun.com/pub/products/updates/

Some of the packages you requested should have
been folded into the RaQ OS updates, but bit rot
has made me forget what and where.  There is some
background in
    ftp://ftp.cobalt.sun.com/pub/developer/Kernel/mips/obsolete/README.devkit

If you do a full install and update with all of the
OS updates, and your RaQ-2 is still missing some
of the RPMs you want, you could always unroll the
devkit PKG in the obsolete developer directory above.
