Yes, you have to create the access and virtusertable databases:

# makemap hash /etc/mail/access < /etc/mail/access

and

# makemap hash /etc/mail/virtusertable < /etc/mail/virtusertable

This means that the RaQ's monitor hasn't found them to be not running
every time it's checked.  Perhaps they're running, but for some reason
you can't connect?

Restarting your system doesn't affect these dates; the dates are
dependent on the monitor checking; obviously when the whole system is
down the monitor isn't checking, so the "since" time/date doesn't
change.
