Yes, RaQ4-All-System-1.0.1-9819.pkg is not listed on 
http://sunsolve.sun.com/patches/cobalt/raq4.eng.html

That PKG in question updates RPM to 3.0.5. If memory serves correctly it was 
released in the middle between OS-Update-1.0 and OS-Update-2.0 and 
OS-Update-2.0 itself should contain it, too.

So if you got OS-Update-2.0 installed, then you're all set and can go ahead 
and install OpenSSH.
