It allows easy library installs of other PHP code, much like CPAN for
Perl.

It is also essential for the latest version of the webmail solution we
use here (IMP - see http://www.horde.org for more information). We
starting using this before the Neomail package became available, and my
customers are used to it now and we would rather not change.
