Yes it can add a both footer & header.

You will need to edit the file in 
/usr/loca/majordomo/<site.name>/lists/<listname>.config


Skip down to the "message_footer" section, and plug in something similar to this.

message_footer      <<  END
--
Tyneside Linux User Group
http://www.tyneside.lug.org.uk/
END

And the same for "message_fronter" if, if you want something to be added to the beginning of the messages.
