That's the problem. What you did was follow the instructions perfectly.
Shame on you.
You actually have to do the complete, normal installation of expat (as
outlined in expat install), then come back and do what the mod_dav
instructions say to do. They don't make it clear, but their instructions
are in addition to, not in place of, the expat instructions.
Then, your next trick will be limiting access, I've got the code you need to
do that, I'll have to e-mail it a little later though.
