I experienced this problem and thought for sure it was the webserver.
The error log for apache had lots of segfaults in it. As it turned out,
it was a CGI problem. In my case, it was a PHP script leaving off one
of the table names in an implcit join on a PostgreSQL database query.
Check your log files. That will be the best way to find out what's
causing it.
My IE browsrs got the message you mentioned, while Netscape got a
message similar to "Document contains no data".
