After battling with the inadequate documentation, slightly buggy devel
scripts and templates
I have managed to get a pretty good skeleton and build area sorted out.

There is not much mentioned here (in this newsgroup) about packages and
finding a complete, before and after skeleton
complete with top level makefile has proved to be futile.  Anyone have any
pointers.

If you want a copy of the skeleton I'll be more than happy to distribute.
