Yes, I'd upgrade. I'd have to go back and look at the release
notes, but my recollection is that versions prior to 7.0.x had
some problems with vacuum, and that 7.1.x is really the version
that one should run. Don't quote me on the specifics, though.

I think so.
As Matt pointed out, one must dump and restore versions when
upgrading from 7.0.x or older to 7.1.x. You seem to know what
you're doing, but I don't want anyone upgrading binaries and
wondering what happened.
