Ok, after looking a bit more how RaQ's work, I see the problem. If you
are trying to work of /home/sites/siteNN, FileMan will only allow you to
if your user is a member of group siteNN. It seems only site admins are
part of this group, not site/domain users.

Would you want every user to be able to access it, or only the site
admin?

It's an easy change to comment out the check (in
/home/gossamer/fileman/lib/fileman.pl around line 52).
